E-District
eDistrict is a State Mission Mode Project under the National e-Governance Plan. The Project aims to target certain high volume services currently not covered by any MMP (Mission Mode Project) under the National E-Governance Plan (NeGP) and undertake backend computerization to e enable the delivery of these services through Common Service Centers. The implementation strategy of eDistrict would suitably take into account the infrastructure currently being created under NeGP such as the State Wide Area Networks (SWANs), State Data Centres (SDCs), Common Service Centres (CSCs) and State Gateways.

E-District project envisages integrated and seamless delivery of citizen services by district administration through automation of workflow, backend computerization, data digitization across participating departments.

The project aims to target high volume delivered at the District level and to undertake back-end computerization to enable the delivery of citizen services through Common Service Centres in a systematic way. It further aims to integrate multiple applications, faster processing of public cases/appeals/grievances, dissemination of information as per public requirement and redesign the processes for the core services to be delivered through the Common Service Centers.
The State Government has initiated the required steps to implement e-District project under National e-Governance Plan (NeGP), which would pave the way for integration of all the services of different departments at district level and complete workflow based backend digitization.
The scheme has been formulated on the premise that:
  • Districts are the primary unit for delivery of bulk of the citizen services.
  • Quality and content of Government Service Delivery can significantly improve with an integrated approach to service delivery.
  • Capacity building of the district administrative functions and processes will enhance efficiency and accountability in service delivery.
  • The services to be delivered would require automated work flow, data digitization, and involve significant process redesign.
  • A set up at the district level, wherein data and information would be collected, stored, retrieved, used and exchanged in an efficient manner at all levels.
  • Enabling backend computerization for delivery of G2C services will ensure optimal leveraging and utilization of the core and support infrastructure such as Common Service Centers, State Data Centre. Statewide Area Network and Service Delivery gateway at the SDCs.

The Kapurthala & Nawanshahr are the pilot district.

DIT, GoI has deputed a Project Consultant – WIPRO for the implementation of this project in pilot districts.

Wipro has already completed the study at Kapurthala.
